Pharmaceuticals

The Heritage Pharmaceutical Disposal (PhD) mail-back program is a cost effective, compliant, and environmentally sound solution for properly disposing of small quantities of pharmaceutical wastes. Heritage PhD kits are available in easy to use 1, 2 and 5-gallon sizes for a variety of facilities depending on their unique disposal needs and regulatory requirements. Each Heritage PhD kit includes shipping box, bucket, labels, and instructions. Pharmaceutical waste placed into the Heritage PhD kit is shipped to Heritage for secure, documented destruction.  The mail-back program may not be used for any materials that require shipment using a Uniform Hazardous Waste Manifest (UHWM, EPA Form 8700-22). This restriction includes pharmaceutical wastes that are being managed in accordance with 40 CFR Subpart P – Hazardous Waste Pharmaceuticals, which, regardless of generator category, must be shipped on a Uniform Hazardous Waste Manifest and designated with the hazard code PHARMS or PHRM.

 

Conditionally Exempt/Very Small Quantity Generators (CESQGs/VSQGs)¹ other than those identified above may select from two kits. A kit for disposal of non-DEA consumer packaged Limited Quantity pharmaceutical waste; or a kit for disposal of consumer packaged Limited Quantity pharmaceutical waste that could include DEA controlled substances. Both kits are available in 1, 2 and 5-gallon sizes. Approximately 90% of all medications from CESQGs may be placed into these Heritage PhD containers, including non-hazardous, flammable, and toxic pharmaceuticals.³

 

Small and Large Quantity Generators (SQG/LQG) may also select kits for disposal of non-RCRA,4 non-State regulated consumer packaged Limited Quantity pharmaceutical waste, with or without DEA controlled substances. Kits are available in 1, 2 or 5-gallon sizes.

 

(1)  40 CFR 260.10/261.5 – A generator is a conditionally exempt/very small quantity generator (CESQG/VSQG) in a calendar month if one generates no more than 100 kilograms of hazardous waste or a total 1 kilogram of acute hazardous waste listed in 40CFR261.31, 261.32, or 261.33(e) in that month.

 

(2)  49 CFR 171.8 defines consumer commodity as a material that is packaged and distributed in a form intended or suitable for sale through retail sales agencies or instrumentalities for consumption by individuals for purposes of personal care or household use.  This term also includes drugs and medicines.

 

(3)  The following categories are EXCLUDED from the Heritage PhD mailback program:  Regulated Medical Waste (RMW) including sharps(needles), radioactive materials, mercury thermometers and apparatus, organic peroxides, vaccines, and pharmaceuticals that are aerosols/inhalers, oxidizers, and corrosives.  Prior to purchasing a Heritage PhD mailback kit, a user agreement must be signed that certifies that the above categories of pharmaceuticals have not been placed into the container.

 

(4)  40 CFR Parts 261-299 – RCRA waste determination must be made by the waste generator.  Mail back of RCRA or state hazardous wastes is prohibited and should not be placed in these Heritage PhD kits.  Hazardous waste also includes shipments of non-creditable hazardous waste pharmaceuticals subject to 40 CFR 266 Subpart P.

All LifeCycle DEA Controlled Pharmaceutical kits are meant for one (1) DEA registrants controlled substance drugs.  If multiple DEA registrants are located in the same office/practice separate kits will need purchased for those registrants.  The LifeCycle pharmaceutical kits are NOT to be used for end-user (dispensed) drugs.

 

A restocking fee of 40% will be applied to items returned within 30 days from purchase date. Items must be unused and damage free to qualify.
